What is a Program? A series of projects connected by funding, geography, or function. Wise pre-planning of a program can save money and reduce the overhead or “soft “costs of a Program, putting more of program dollars into actual useful facility improvement. For example, looking at how a Program should purchase all of the elements of the many projects can save money and reduce the number of individual contracts significantly. This eases the burden on owner staff.

San Diego Unified School District Measure MM
Led the successful implementation of Program Management Assistance to the San Diego Unified School District Measure MM Bond Program of $1.51 Billion improvements to district facilities. Negotiated contract, recruited staff to fill 50 positions for five years. Served on Cabinet of Bond Program Staff and as Controls Manager.
California Department of Parks and Recreation
Served as Project Manager for a team of contract staff assisting the Department in setting up the systems and processes for executing a $1 Billion program of deferred maintenance and capital outlay projects for the entire Parks system. Projects completed at sites throughout California.
US Navy, Engineering Field Activity Mediterranean (EFAMED) Projects in Europe and the Mediterranean
Serves as Principal-in-Charge for Program Management Assistance Contract for DOD Military Construction and Housing Program of $15 Billion undertaken by the US Navy Engineering Field Activity Mediterranean (EFAMED). Projects varied widely in complexity and size and involved any combination of new buildings, pavements, utility systems modifications, and alterations, and renovations of existing facilities. Served as Principal-in-Charge on projects at Aviano Air Force Base, Aviano, Moron Air Force Base, Moron, Spain, Naval Support Activity (NSA), Bahrain –Gricignano Support Site, Gricignano di Aversa, Italy and Mineo Housing Project, Sigonella.
Denver International Airport, Denver, CO
Negotiated resolution of claims, disputes and open change orders which remained after beneficial occupancy of the new $3.2 Billion Denver International Airport. Served on a team of twelve Senior Industry Experts resolving matters which had eluded settlement prior to opening of Airport.
Defense Commissary Agency, Worldwide
Project Manager for a Program Management Assistance Contract. Team provided resident engineers and contract administration for design-build contracts to construct new grocery stores on military bases worldwide. Recommended contract language, hired and trained resident staff, and devised on-line computer reporting structure for very successful continuously appropriated $150 million-per-year program.
